5:31 am
grossed $900 million of profit, all of which went back into further construction of hotels and medical centers. the university -- the uc office of the president has a $557 million budget in the upcoming fiscal year. the money is there. it's a crisis of priorities. and we demand that tuition roll back instead of tuition increases. we think we should be putting ourselves on a path towards accessible, truly accessible public education for all catch anz, not debt financed accessible public education. >> reporter: real quickly i want to show you some of the numbers the uc president is saying that the quality of education has declined. he wants to boost spending by $548 million. he wants the state to help with a funding increase of $150 million, plus $126 million in a tuition buyout. funding in exchange for keeping
5:32 am
tuition down. if not, he's saying uc tuition could rise next year by at least 6%. reporting live in san francisco, christie smith, "today in the bay." meantime this morning uc berkeley police trying to figure out what killed a man whose body was found near the road in the berkeley hills. uc police found him late last night near grizzly peak boulevard. the independent news site berkeley side reports the man was in his 20s and was reported missing by a friend earlier that day. investigators say the exact cause of his death is unclear, but they do not suspect foul play. also this morning the prime minister of belize asking software founder john mcafee to give himself up and surrender. police would like to talk to him about the death of his neighbor last week. mcafee claims he is being framed and is refusing to turn himself in. in a phone conversation with the associated press, mcafee explains. >> in their hands, i think is lunacy. i really do. what i can expect is that they
5:33 am
will do what they do. beat me soundly until i confess to a multitude of sins, including, i guess, the murder of jimmy hoffa, and then simply execute me. and the execution would be the preferred method. and here in belize, people die in prison constantly. >> for the record mcafee has been leading an eccentric life since selling his stake in the tech company in the mid-'90s. neighbors say he did have a testy relationship with his neighbor. closing arguments week being held in the sentencing phase of the man who killed an ex-girlfriend and her friend. nathan about yours, who is defending himself, took the stand yesterday telling jurors to flip a coin to determine his fate. he said heads would mean the death penalty, tails would mean life in prison without parole. >> that has been a bizarre trail from the beginning. we'll keep an eye on that. it is 5:34 and back to business after san francisco city hall went dark following a
5:34 am
small electrical fire. firefighters say an electrical panel started smoking and then activated a sprinkler system in the basement. that happened on tuesday night. power was cut to many exterior lights, including the big dome on city hall. hundreds of people were escorted out of the building safely. power was fully restored last night and all business set to resume this morning. the cause of the fire remains under investigation. we also continue to follow breaking news out of san francisco for you where a woman is behind bars and a bicyclist in the hospital after a police chase through the streets of san francisco eventually ended in a crash. bob redell joins us with the very latest. >> reporter: good morning to you, laura. that crash ended right here where we're standing right now, 17th and van ness. you can see the driver of this car sideswiped this truck and took out a signal box where the city of san francisco is trying to get back up an running because now there are no lights in this intersection. that driver, who ended up stopping here, was forced to because she crashed, was
5:35 am
arrested for driving under the influence. chp tells us this would not be the first time for serena borrows. the 23-year-old woman has been arrested for dui at least three times before. and this was not her first collision this morning. at chp pursued her throughout the city, not far from here at 15th and na tomah he allegedly hit a car that rolled into a bicyclist. you can see the video of the bicyclist. he is krconscious and looks lik he'll be okay. he was taken to the hospital as a precaution and it's expected that he will be released soon if not already. now, this chase began around 2:00 this morning as she tried to get onto the fourth street on-ramp to the bay bridge. which was closed at the time. chp tried to pull her over. she led them on a chase on 101 and local streets. she never went faster than 55 miles an hour. she does face several charges, including felony hit and run,
5:36 am
dui and an enhancement because she has been charged with dui three times before. again, that bicyclist, if not already, should be released from the hospital. he's going to be okay. bob redell, "today in the bay." 5:36. christina loren is back telling us about a cool start to the day and some rain on the way. >> yeah, lots of it. lots of rain on the way. in fact the entire seven-day forecast shows you showers all the way down the line. now, temperatures this morning are cool. cool enough for that jacket. you also want to bring that umbrella with you even though we're not expecting our first showers until 5:00 p.m. tonight. we are expecting that fog to roll right back in at 3:00 p.m. today and that could generate some significant and steady drizzle. 48 degrees in san francisco to start, 46 in san jose, 39 in gilroy. we stop the clock for you at 8:00 a.m. of the starting to get a little bit more cloud cover but mostly clear over the greater bay area. by 1:00 clouds start to come in
5:37 am
from the south. mostly cloudy conditions and then the rain arrives at about 5:00 p.m. but not before we hit the 70s in some cities. today you'll hit about 67 in san jose and 67 degrees today in d redwood city. your full forecast, that seven-day is on the way. the next few days you'll have limited opportunities to get outdoors. 5:37, let's check on your drive. friday eve. good morning, mike. >> good morning, good morning. hey, we'll look at the san mateo bridge where the volume is really picking up over the last 15 minutes. we're seeing many more taillights and headlights coming over the peninsula. we will look at the maps and show you things are pretty calm. 880 showed a little slowing coming through san leandro from the north. things have calmed down but we may have the build starting there as well as 238 out of castro valley. now, 580 clearly shows that, speeds coming down into the upper 50s. the volume just increasing through this area. a live look outside shows you

5:40 am
good morning and welcome back, everybody. it is 5:40. there is new evidence this morning the affair between david petraeus and his biographer, paula broadwell, may have, may have involved a security breach. we've also learned petraeus will now in fact testify on capitol hill about the deaths in benghazi. tracie potts is live on capitol hill with all the latest on this. good morning. what a web they have woven in this one. >> reporter: a lot going on
5:41 am
here. let's talk first about petraeus, who will testify before the house intelligence committee tomorrow. there are a number of committees doing hearings on benghazi, the deaths in libya, what led up to it, whether there was enough security. he's schedule to testify at least before house intelligence. we're waiting to hear if he will testify before others tomorrow as well and that's going to be behind closed doors. some classified information there. speaking of classified information, turns out fbi investigators apparently found some at paula broadwell's home when she consented to a search of her north carolina home. classified documents. nbc says they're not highly classified. the president says nothing to negatively impact national security. however, how she got them is a question. prosecutors may have to decide whether or not to charge her, depending on how they were accessed. and where all those documents are now. we believe they are all in the hands of government officials who were involved with that search. and then finally this morning, we heard from defense secretary
5:42 am
leon panetta, who says he doesn't believe there's anyone else involved in this situation with general petraeus, general john allen, who now says he'll cooperate with the investigation, jill kelle why, paula broad well, and fred humphries, the fbi agent who initially investigated the case and then was dismissed because of pictures he sent to jill kelley. >> it just gets keeper and deeper. yesterday things got a little heated on capitol hill. the president and john mccain had a little bit of a history. they went back and forth on what was initially revealed about the benghazi attacks. what do you anticipate will come of that? >> reporter: remember susan rice five days after said she thought it had to do with the protests and not with a coordinated attack, which turned out not to be the case. republicans, including john mccain, jumped all over that saying if they send her name to the hill as a possible candidate for secretary of state, and that has been talked about, he's
